David Vivas Eugui is Chief (a.i.) of the Ocean and Circular Economy Unit in the Trade, Environment and Sustainable Development Branch at the United Nations Trade and Development (UNCTAD). An attorney with more than 25 years of experience, his areas of expertise include trade, the environment, the ocean economy, intellectual property and sustainable development. He represents UNCTAD in the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment, and in the World Trade Organization (WTO) Dialogue on Plastic Pollution. He has published extensively on the ocean economy, trade in fisheries and aquaculture products, trade and the environment, trade in plastics, non-plastic substitutes and alternatives, biomaterials, intellectual property rights, and relevant regulatory principles and practices.

Previously, he served as Senior Economic Affairs Officer and Legal Officer in the Trade Negotiations and Commercial Diplomacy Branch and the Trade and Environment Branch at UNCTAD, Deputy Programmes Director at the International Centre for Trade and Sustainable Development (ICTSD), Senior Attorney at the Center for International Environmental Law (CIEL), Attaché for Legal Affairs at the Permanent Mission of Venezuela to the World Trade Organization (WTO) and Staff Attorney at the Venezuelan Institute of Foreign Trade.

He holds a Juris Doctor degree from Universidad Católica Andrés Bello, Venezuela, a Master of Laws (LL.M.) from Georgetown University, United States of America, and a Master's degree in Transnational Business from Universidad Externado de Colombia. He has also taught and contributed to academic programmes at the University of Strasbourg, the WIPO Academy, the Geneva School of Diplomacy and International Relations, the Universidad de Buenos Aires, the Universidad de los Andes, the Pontificia Universidad Javeriana, and the Pontificia Universidad Católica del Perú.
